In 1919, Italian pianist Mario Paci was engaged as the conductor of Shanghai Public Orchestra, ushering in the "Mario Paci era". In November 1937, Frenchman Robert Jacquinot de Besange established the "Refugee area in Nanshi district ". After the victory of the Anti-Japanese War, the new "Greater Shanghai Metropolitan Plan" attracted architects and designers from all over the world and was handed over to Mayor Chen Yi in 1949.
